El 17 de octubre se han presentado las conclusiones de los Diálogos Africanos por el Clima, que durante 5 sesiones han reunido a representantes de la sociedad civil y la Iglesia africana, en preparación de la Cumbre del Clima que se celebrará en Egipto entre el 6 al 18 de noviembre. Estos diálogos han sido apoyados desde la plataforma CIDSE de entidades eclesiales europeas, cuyas fuentes hemos consultado.
“Las soluciones a esta crisis no deben suponer las recetas de siempre, pues precisamente ellas han creado el problema, y solo enriquecerán aún más a las personas y naciones más ricas a costa de las personas más pobres del mundo”. Estas duras palabras son el núcleo del informe de conclusiones que ha sido presentado por el Cardenal Ambongo, arzobispo de Kinshasa.
Este informe parte de constatar el enorme daño que el cambio climático está ya ocasionando en África, claro ejemplo de un pecado estructural. El cambio climático tiene pues una dimensión moral y espiritual. Existen propuestas de solución que perpetúan el “seguir haciendo lo mismo” pero, a la luz de la Doctrina Social de la Iglesia se pueden reflexionar nuevos enfoques. El primero, en línea con Fratelli Tutti significa sencillamente promover diálogos desde las periferias. A eso responden estos Diálogos Africanos por el Clima.
Las cinco sesiones de los Diálogos reflexionaron sobre las falsas soluciones climáticas, los sistemas alimentarios, la financiación de las soluciones, cómo afrontar lo que ya está perdido y las migraciones climáticas:
*Se debe impulsar las energías renovables, de base local, en la que las comunidades deben tener garantizada su voz en la gestión de los recursos (consentimiento libre e informado).
*La agroecología y la agricultura familiar debe ser pieza fundamental en la respuesta, no la maximización del beneficio que promueve la agricultura industrial.
*El Norte Global está en deuda ecológica con el Sur Global y deben buscarse mecanismos para repararla.
*Ante el cambio climático debemos mitigar sus efectos, adaptarnos a ellos, pero también exigir apoyo para las comunidades que no tienen recursos o tiempo de respuesta para adaptarse. Debe atenderse no solo a los daños materiales del cambio climático, sino a los riesgos sobre la herencia cultural y las lenguas.
*Las migraciones climáticas, en relación con la seguridad alimentaria y los conflictos, deben ser atendidas. La migración climática debe reconocerse como un derecho y una medida de adaptación frente al cambio climático.
